Reassuring news comes as worst car-theft days near

According to the FBI, there were an estimated 715,373 thefts of motor vehicles nationwide in 2011, yet less than 12 percent of those crimes resulted in an arrest. Unless they are caught in real-time by law enforcement, car thieves are not likely to be charged with a crime and are free to offend again.
